Upsetting
Upsetting is why a forged bolt head resists shearing better than a machined one: the fibre bends into the head instead of terminating at its underside.
Upsetting compresses a heated bar along its axis so the diameter increases locally, forming a head, collar or flange without removing material. The grain wraps around the upset region rather than being cut through it.

The Three-Diameter Rule
Unsupported billet length should not exceed roughly three times the bar diameter in a single blow, or the bar buckles sideways instead of upsetting. Larger gathers are produced across two or three progressive stages.
Material Saved
Machining a head from bar means turning away the full head diameter along the entire shank. Upsetting gathers material instead, typically saving 30–50% of raw material on a flanged shaft.
