A roller's working surface is in constant contact with the material it carries. Surface hardness sets its wear life, and concentricity sets whether it runs quietly or hammers its own bearings.
Forged rollers carry material on a working surface induction hardened to as much as 60 HRC over a tough core. The working surface must be concentric with the bearing journals, otherwise the roller acts as an eccentric cam and cycles bearing load every revolution.

Surface Hardness and Wear Life
Rollers wear from abrasion by whatever they carry. Induction hardening the working surface to 55 HRC or above extends life several fold while keeping the core tough enough to survive shock from dropped loads.

Concentricity to Journals
The working surface must be concentric with the bearing journals. If it is not, the roller effectively becomes an eccentric cam, cycling bearing load with every revolution and destroying bearings long before the roller itself wears out.

Should rollers be hardened all over?
Usually only the working surface, by induction hardening. Through-hardening would leave the roller brittle and prone to cracking under impact.
